The UAE Ministry of Human Resources and Emiratisation has developed a streamlined six-stage digital procedure for recruiting the international workforce from overseas in just two working days, as a guarantee of approval for the permits.

The advanced recruitment process has been tailored specifically for companies duly registered and complying with the ministry. As per the outlined procedure, the company seeking to recruit first makes an application electronically using the ministry’s smart website or application. This request is then reviewed by the ministry’s automated system in terms of the company’s compliance status, allocated quota, and drafted contract.

If any documentation is incomplete or inaccurate, the portal flags missing requirements for immediate correction prior to final approval. Once cleared, official work permit issuance proceeds immediately upon fee settlement, enabling the prospective employee to complete international travel, entry, and subsequent residency procedures. To maintain equity and corporate transparency, the federal fee structure for issuing a standard two-year overseas work permit remains directly tied to the hiring establishment’s official classification tier. The initial electronic application fee is fixed at fifty dirhams across all business categories. For Category One establishments, which demonstrate exemplary compliance alongside higher percentages of skilled workers or Emiratisation, the issuance fee is two hundred and fifty dirhams. Standard compliant commercial enterprises under Category Two pay twelve hundred dirhams, while Category Three establishments, flagged for non-compliance or operational violations, incur a fee of thirty-four hundred and fifty dirhams.

While official self-service channels provide digital processing free of auxiliary charges, third-party service centers handling manual document processing on behalf of employers face a strict service charge cap of seventy-two dirhams per transaction.

The accelerated two-day timeline specifically governs the processing and approval of the initial entry work permit itself. Transporting the candidate and finalizing legal residency in the country involves subsequent mandatory administrative steps. Foreign workers must complete medical fitness examinations, obtain an official identity card, and finalize formal residence visa stamping on their passports within specified statutory timelines upon arriving in the emirates.

The digital recruitment framework forms a cornerstone of the country’s broader regulatory updates to streamline talent acquisition for local and international businesses. By replacing manual paperwork with automated electronic submission, clear regulatory categories, and predictable service windows, the ministry aims to minimize operational friction for local enterprises, bolster foreign investor confidence, and maintain strict federal oversight across the nation’s dynamic labor landscape.
